As far as I'm aware there aren't any shops in Liverpool selling fetish gear. Depending on what you want, you can probably find leather gear though. Manchester is a bit better with several shops - check http://www.informedconsent.co.uk/places/manchester/.

There used to be a fetish night in Liverpool at La Bateau I think but it doesn't seem to be on anymore. Again, Manchester has several events (see link above). Lash is an event with a mix of dance and 'play' equipment (ie: thinks to be tied up to and spanked, whipped etc!). Satin and Steel is a pure play event with no dance element. We've been to both and they are quite good. There is another place called 'La Cage' which is open every weekend but we haven't been to that so can't vouch for it.

If you want to meet people without going to clubs, then there are several 'munches' (meetings) in the area - there is one in Liverpool, one in Wirral and one in Manchester - again check Informed Consent for details...
